Following consultation on the Draft Local Plan (Proposed Submission Version) in 2019, around 3,500 representations from the public, businesses, developers and statutory bodies were submitted. These responses were carefully reviewed by Warrington Borough Council.

The main focus of this work was to ensure the deliverability of the necessary social, health, transport and green infrastructure to support Warrington’s projected growth. Due to the importance of this work, submission of the Local Plan for its examination was delayed. The Covid pandemic then hit and the Draft Local Plan has been been revised with new projections. Another public consultation was held in October and November 2021. The Local Plan is likely to be submitted to the Secretary of State in Spring 2022 unless drastic changes are to be made after the current consultation.

You can view the 2021 Local Plan documents in person at local libraries throughout the Borough, including Lymm Library which is open on Tuesday, Thursday and Saturday morning.

Warrington Borough Council held several information events at the Halliwell Jones stadium during October. Some of the Parish Councils in South Warrington also held information events until mid-November.

What is a Local Plan?

Local Plans set out the strategic priorities for development of an area and cover housing, commercial, public and private development, including transport infrastructure, along with protection for the local environment. They comprise a series of documents that should set out clear guidance on what development will and won’t be permitted in an area.

The Local Plan should plan positively for the development and infrastructure communities need, setting out the strategic priorities for the area in the Local Plan.

This should include policies to deliver:

  • housing, including affordable homes;
  • retail, leisure and other commercial development;
  • infrastructure for transport, minerals, waste, energy, telecoms, water supply and sewage treatment;
  • education, health, police and community facilities;
  • energy, including from renewable sources;
  • protection and enhancement of the natural and historic environment, including landscape, wildlife, open space, listed buildings and archaeology; and
  • protection of homes and property from flooding from rivers and the sea.

Local Plans should be aspirational but realistic. They should address the spatial and land use implications of economic, social and environmental change. Local Plans should set out the opportunities for development and clear guidance on what will or will not be permitted and where.

Succinct and up-to-date plans should provide a positive vision for the future of an area and a framework for addressing housing needs and other economic, social and environmental priorities.

Rethinking South Warrington

Rethinking South Warrington Futures Group (RSWF) is a group of community organisations, residents associations, emerging NDP committees and interested persons who have combined to try and get a fair planning and development outcome from the Council’s proposed Local Plan. It is hoped that the critical review/ observations will assist the general public in their deliberations.
