HS2: High Speed Rail (Crewe-Manchester) Bill – Deposit of Additional Provision 2

On 9th March 2023, the Secretary of State for Transport restated the Government’s commitment to the HS2 project whilst also protecting value for money for the taxpayer. Continuing to progress the High Speed Rail (Crewe – Manchester) Bill through Parliament is a vital part of this commitment. The first running of services on the Crewe – Manchester section of the railway remains within the estimated 2035 – 2041 date range.

On 3rd July 2023 the Secretary of State for Transport deposited Additional Provision 2 (AP2) to the High Speed Rail (Crewe – Manchester) Bill with Parliament. Additional Provisions are a normal part of hybrid bills: the High Speed Rail (London – West Midlands) Act 2017 had five Additional Provisions during its passage through Parliament, and the High Speed Rail (West Midlands – Crewe) Act 2021 had two.

As with AP1 deposit, those whose property or interests are specially and directly affected by the AP2 changes will be able to submit a petition against these changes. The petitioning window is now open until 15th August 2023. These petitions will be heard by the HS2 Crewe – Manchester Select Committee. The Select Committee can make recommendations to address matters raised – it may amend the Bill, it may ask for new Bill powers, or it may require HS2 Ltd to address a petitioner’s issues via other means. More information about the petitioning process can be found on the Parliament website here.

Parliament has now begun a consultation on the detailed Environmental Statement and Supplementary  Environmental Statement which accompany AP2 and set out the impacts and proposed mitigations of the scheme. This consultation will run until 31st August 2023 and a report summarising the consultation responses will be prepared for Parliament. A report on all the Environmental Statement consultations will be published in advance of Third Reading.

Changes in Lymm Parish
As part of AP2, junction 20a of the M6 will be permanently changed to add an additional lane northbound for merging traffic. This will require additional land-take. This change aims to improve road safety for vehicles when joining and leaving the motorway.

Stakeholder engagement
Engagement with those affected by the scheme has been an integral part of the development of HS2. To ensure individuals have the information they need and the opportunity to ask questions and raise any concerns, a series of engagement events will be held over the coming weeks. These sessions build on topics covered in February and March’s webinars. For more information, please visit www.hs2.org.uk/events.

The full suite of documents is available to view on the HS2 website and electronically from Lymm Parish Council and Lymm Library. Please contact the Parish Clerk or the staff at Lymm Library to arrange viewing. You can request access to these documents and view them up until Royal Assent.
